Russell is an engineering consultant, who has been involved with the applications of concrete in bridges for over 35 years and has published many papers on the applications of high performance concrete. MANAGING TECHNICAL EDITOR Dr. Dennis R. Mertz is professor of civil engineering at the University of Delaware. Formerly with Modjeski and Masters Inc. when the LrFD Specifications were first written, he has continued to be actively involved in their development. Clifford L. Freyermuth is principal, Clifford L. Freyermuth Inc. In a career spanning nearly 55 years, he helped found then managed the American Segmental Bridge Institute. Before that, he established and directed the Post-Tensioning Institute. Earlier, he held engineering positions at the Precast/ Prestressed Concrete Institute, the Portland Cement Association, and the Arizona Highway Department. Robert Bini is program coordinator with the FHWA Office of Planning, Environment, and Realty. M. Myint Lwin is director of the FHWA Office of Bridge Technology in Washington, D.C. He is responsible for the National Highway Bridge Program direction, policy, and guidance, including bridge technology development, deployment and education, and the National Bridge Inventory and Inspection Standards.
