Myint Lwin is Director of the FHWA Office of Bridge Technology in Washington, D.C. He is responsible for the National Highway Bridge Program direction, policy, and guidance, including bridge technology development, deployment and education, and the National Bridge Inventory and Inspection Standards. CONTRIBUTING AUTHORS Dr. Dennis R. Mertz is Professor of Civil Engineering at the University of Delaware. Formerly with Modjeski and Masters, Inc. when the LRFD Specifications were first written, he has continued to be actively involved in its development. Dr. H. Celik Ozyildirim is a Principal Research Scientist with the Virginia Transportation Research Council of the Virginia Department of Transportation. He is a Fellow of the American Concrete Institute and an active member of ASTM International and the Transportation Research Board. Dr. Henry G. Russell is an engineering consultant, who has been involved with the applications of concrete in bridges for over 35 years and has published many papers on the applications of high performance concrete. MANAGING TECHNICAL EDITOR Stanley W. Woods worked for the Wisconsin Department of Transportation for 42 years and was the State Bridge Engineer before his retirement. Frederick Gottemoeller is an engineer and architect, who specializes in the aesthetic aspects of bridges and highways. He is the author of Bridgescape, a reference book on aesthetics and was Deputy Administrator of the Maryland State Highway Administration.
